What kind of philosophy says that it's O.K. to subsidize insurance companies, but not to provide health care to children?

We could afford to make this country utopian if only we raised the taxes on tobacco, alcohol, fatty foods, coffee, gas, guns, cable television, the internet, pornography, condoms, music, books, ...

Won't someone please think of the children?
